North Korea Deploys 400 Drone Operators to Russia as Total Force Reaches 8500
BLUFNorth Korea's expansion from infantry reinforcement into drone strike and missile operations very likely presages a larger force commitment by late 2026, deepening Pyongyang's role as a co-belligerent.
Ukrainian Defense Intelligence Deputy Head Vadym Skibitskyi told CNN that Russia has deployed 8,500 North Korean personnel to Kursk Oblast, including roughly 1,000 engineers and deminers and about 400 drone operators expected to conduct reconnaissance and strike missions against Ukraine 1234. Skibitskyi said around 25,000 North Koreans have been deployed or rotated through Russian forces since the cooperation began in October 2024, and that Russia could request up to 50,000 additional troops when Putin meets Kim Jong Un in September 123. Kim Yo Jong has rejected the reports of a large further deployment as a "groundless self-fabricated scenario" 1. Skibitskyi also said North Korea has supplied at least 150 KN-23 and KN-24 ballistic missiles, with roughly 40 of a further 120 promised missiles delivered, and has sent about 90 personnel to Voronezh Oblast to support a missile unit equipped with up to six launchers 123. In exchange for its troop and missile support, North Korea has requested a Russian S-400 air defense system and has already received a Pantsir-S1 surface-to-air missile system, Skibitskyi said 123.
AnalysisThe addition of roughly 400 drone operators shifts North Korea's role beyond rear-area reinforcement toward direct strike and reconnaissance missions against Ukrainian territory, a capability absent from earlier deployments. North Korea will
very likely send additional troops beyond the current 8,500 in Kursk Oblast by December 31, 2026, drawing on the pattern of rotations that has already cycled roughly 25,000 personnel through Russian forces and on treaty commitments Pyongyang signed in 2024. Moderate confidence attaches to this judgment, reflecting single-official sourcing on troop figures and Kim Yo Jong's public denial of a large further deployment. Continued missile transfers, including KN-23/KN-24 systems already linked to a lethal strike near Kryvyi Rih, indicate the cooperation is deepening across multiple lines simultaneously.
