OPEC Plus Keeps Output Policy Unchanged for October as Hormuz Disruptions Limit Market Influence

BLUFOPEC+ will likely hold quotas unchanged again at the October 4 meeting, as Hormuz disruptions have rendered paper production targets largely irrelevant to physical supply.

Seven core OPEC+ members, Saudi Arabia, Russia, Iraq, Kuwait, Algeria, Kazakhstan and Oman, agreed at a virtual meeting on September 6 to hold production levels unchanged for October, matching September's required output 123. The group completed a phased rollback of 1.65 million bpd in voluntary cuts agreed in 2023 with its September increase, but actual production continues to run well below official targets as the Iran war disrupts exports through the Strait of Hormuz 123. Rystad Energy's Jorge Leon said OPEC+ "currently has very limited power over the physical oil market" and cannot guarantee that paper production targets translate into delivered barrels 123. Brent settled at $96.28 a barrel and WTI at $91.48 on Friday, with Brent up nearly 8% and WTI almost 10% for the week after renewed US-Iran military exchanges 2. OPEC's Monthly Oil Market Report separately showed OECD commercial inventories fell 26.4 million barrels in June to 2.73 billion barrels, 66.5 million barrels below the five-year average 1. The seven members are due to meet again on October 4 123.

Analysis
OPEC+ has now completed the full 1.65 million bpd voluntary-cut rollback, but the policy pause confirms the group is managing optics rather than physical supply: Hormuz disruptions already keep real output below quota regardless of what is announced. The seven core members will likely hold October production steady again at the October 4 meeting, deferring substantive decisions to the 2027 baseline review. Moderate confidence reflects consistent messaging across the group's own statements and Rystad's independent assessment that paper targets no longer track delivered barrels.
