Ballistic Missiles Remain Ukraine Hardest Air Threat as Patriot Interceptor Stocks Run Low

BLUFDepleted Patriot interceptor stocks will likely leave Ukrainian cities exposed to Russian ballistic salvos through at least mid-September, with no resupply timeline in sight.

A Western official told the UK Defence Journal that Russian ballistic missiles, chiefly the Iskander-M, remain the hardest air threat to intercept in Ukraine, citing low Patriot interceptor stocks; Kinzhal and Tsirkon extend the threat set, while drones account for most launches with a roughly 90 percent Ukrainian intercept rate, though jet-powered Geran variants are proving harder to stop 1. ISW reported that Russian forces launched 35 missiles and 185 drones at Ukraine overnight July 31 to August 1, striking Kyiv Oblast and four other regions, and that Ukrainian air defenses intercepted only one of 27 Iskander-M/S-400 ballistic missiles fired 23. Zelensky attributed the low intercept rate to Patriot shortages after the strikes killed nine people and wounded 33 in Kyiv City 2. ISW assessed Russia fired at least 376 missiles in July, the highest monthly total of the war, drawing on Zirkon and S-400 stocks to offset strained Iskander-M production 2.

Analysis
Russia's record July missile tempo, drawing on Zirkon and S-400 stocks because Iskander-M production cannot keep pace with expenditure, gives Moscow the volume to keep testing depleted Patriot batteries, and Ukraine's ballistic defense gap will likely persist through mid-September with at least one further mass strike of ten or more Iskander-M or KN-23 missiles again intercepted at well under a quarter of launches. The one-in-27 rate could instead reflect Iskander-M's maneuvering terminal trajectory and Russian saturation salvos rather than stock depletion alone, since even well-stocked batteries struggle against quasi-ballistic profiles. Confidence is moderate, resting on consistent Ukrainian Air Force strike reporting but sourcing that has not independently verified interceptor inventories. Confirmation of another sub-quarter intercept rate would strengthen the case for Washington to accelerate Patriot transfers and finalize domestic production licensing, while a rebound above that threshold lets allies defer further PAC-3 allocations.
