Djibouti Votes as President Guelleh Seeks Sixth Term After Constitutional Amendment Lifts Age Limit

Djibouti held its presidential election on April 10 with incumbent Ismail Omar Guelleh, 78, virtually certain to extend his 27-year rule. A 2025 constitutional amendment lifted the 75-year age limit to allow his candidacy. His sole opponent, Mohamed Farah Samatar of the CDU, has no parliamentary seats. Guelleh won in 2021 with 98 percent of the vote. Djibouti hosts military bases for the US, France, China, and Japan.

Djibouti is the only country hosting permanent US, Chinese, French, and Japanese military bases simultaneously. Camp Lemonnier is the sole permanent US base on the African continent. Guelleh's stability masks succession risk: at 78 with a constitutional amendment tailored to his candidacy and no heir apparent, the post-Guelleh transition is unplanned.
