Beijing's formal nonproliferation commitments remain structurally decoupled from entity-level behavior, and sustained inaction across two-plus decades functions as a policy choice. Structural gaps in China's export control enforcement capacity may instead explain the persistent entity-level activity, pointing toward compliance capacity-building rather than escalatory sanctions as the more durable U.S. policy lever.
