Oslo Talks on Ukraine Peace Framework Show Renewed Cooperation as Putin Agrees in Principle to Resume Negotiations After November 10

BLUFDespite Putin's conditional agreement to resume negotiations, it is unlikely that US-mediated trilateral talks take place in person between November 10 and November 24, given the wide agenda gap and absence of any fixed date, venue, or delegation list.

Putin agreed "in principle" on October 21 to resume U.S.-mediated trilateral talks with Ukraine around or after November 10, Kremlin adviser Yuri Ushakov told reporters after Putin met U.S. envoy Steve Witkoff in St. Petersburg 12. Ushakov said the Oslo proposals Witkoff carried, produced a day earlier with Zelenskyy and European leaders, held little of value, and Abu Dhabi was named as a possible venue 12. Russia also released U.S. citizen Stephen Hubbard before the meeting 12. In a state television interview on October 23, Putin said the talks must yield final security guarantees rather than a temporary ceasefire, and he called Donbas "the territory of historical Russia" 3. Jamestown reported the only concrete result so far is a local ceasefire at Oleshky 4.

Analysis
Confidence is high, because Axios, AP and the Moscow Times consistently report Putin's conditional consent, though most of that reporting rests on the Kremlin's own readout, with Jamestown the main independent check. Witkoff's October 21 visit produced agreement in principle and Hubbard's release, but no date, venue or delegation list. Moscow's dismissal of the Oslo text and its insistence on final guarantees and Donbas as "historical Russia" leave the agenda gap wide. US-mediated trilateral talks among US, Russian and Ukrainian delegations are unlikely to take place in person between November 10 and November 24. Russia cancelled an earlier round over Ukrainian strikes, so continued deep strikes could again supply a pretext for delay. Putin's consent may also be a low-cost gesture to keep Washington engaged before the mid-November Asia-Pacific summit. If talks convene, Kyiv and Europe must field technical delegations and a unified text for Abu Dhabi. If they slip, Washington's choice between pressing Moscow or Kyiv moves to that summit.
