Three Tankers Carry Russian Diesel to US After Trump-Putin Sanctions Relief Agreement

BLUFAt least one Russian diesel tanker will likely discharge at a US port by November 15, but bipartisan congressional threats ensure the shipments will deepen the legal and political conflict over sanctions relief well beyond the pier.

Russian Deputy Prime Minister Alexander Novak said on Tuesday that three tankers with Russian fuel are heading to the United States and a fourth was due to depart Wednesday 12. Citing Kpler data, The Insider reported the Talisman, Leruo and Agioi Fanendes carry 924,000 barrels of diesel, left Primorsk between October 16 and 22, and are due on the US East Coast November 7-11; the Talisman is sanctioned by the US and EU, and the Leruo by the UK and EU 23. The Financial Times, relayed by UNITED24 Media, reported the Leruo is also sanctioned by Canada, and that on October 26 senior Democrats and Republican Senator Thom Tillis warned banks, ports and distributors of possible investigations and legal action 4. Splash247 reported the Treasury exemption runs to April 7 and that lawmakers dispute it against the 2022 import ban 2.

Analysis
Confidence is high because tracking data on departure dates and arrival windows is consistent across all four outlets, though those outlets largely repeat the same Kpler and Financial Times reporting, so the corroboration is broad but not independent. At least one of the Talisman, Leruo or Agioi Fanendes will likely discharge its Russian diesel at a US port by November 15. The Agioi Fanendes, bound for New York with no sanctions listing, is best placed to discharge first, while the Leruo's UK, EU and Canadian listings complicate port entry. Banks, port operators and distributors already face a bipartisan warning of investigations and legal action, and large traders reportedly avoid the trade. The tankers may instead divert or discharge elsewhere, since legal exposure and thin volumes deter cautious operators, and the deal may serve mainly as a pre-midterm signal on fuel prices. If a cargo discharges, US banks, ports and distributors must decide whether to handle Russian-origin product, and Congress moves toward investigations. If none does, the exemption stays symbolic and Kyiv and European capitals ease pressure on Washington. The exemption's conflict with the 2022 import ban will remain a legal dispute either way.
