Insider Investigation Reveals FSB General Kumanyaev Arrested After Protecting Billions in Corrupt State Contracts
BLUFKumanyaev's arrest signals an internal FSB factional purge rather than a genuine anticorruption drive, leaving billions in defense-linked contracts vulnerable to reallocation among competing patronage networks.
The Insider reported on October 15 that FSB General Alexander Kumanyaev, while heading the Yaroslavl directorate, shielded the EKS group of companies from oversight bodies and pressured competitors 1. The outlet said GC EKS earned 260 billion rubles in 2025 and that Kumanyaev's wife worked as an accountant at cartel member Everest 1. It reported that Kumanyaev moved to a senior Economic Security Service post at Lubyanka in April, that his successor, Colonel Maxim Denisov, was detained at a Moscow railway station about three months later, and that Kumanyaev was then jailed in Matrosskaya Tishina 1. The Insider cited competing explanations for the arrests, including FSB clan rivalry and a dispute over payments to Denisov, and Czech outlet Blesk on October 17 also reported FSB generals in custody 12.
Analysis
The arrests show how a regional FSB directorate can steer state contracts to a single contractor, but the motive remains unresolved. Reporting describes a protection arrangement, a 2019 cartel finding and a possible payment dispute, yet no charging document or court record ties the arrests to corruption. The case may instead be an internal factional purge with little link to systemic anti-corruption enforcement. If prosecutors move on GC EKS, its Defense Ministry, FSB and occupied-territory contracts may face review, which would show whether the case targets the contractor or only a rival faction. Confidence is low: the account rests on one investigative outlet, Blesk only echoes it, and no official statement or case filing exists.
