Hungary Purges All Orban-Era Intelligence Chiefs and Names Russia Hybrid Warfare Expert as New Intelligence Coordinator

BLUFBudapest's simultaneous purge of all Orbán-era intelligence chiefs and installation of a hybrid warfare specialist as coordinator will likely produce restored NATO partner intelligence-sharing by June 2027, though the untouched National Information Centre remains a residual liability.

Decrees published in Hungary's official gazette last Friday terminated the appointments of four intelligence agency heads effective Saturday: Szabolcs Bárdos (Constitution Protection Office), Krisztián Oláh (Intelligence Office), Csaba Kiss (Special Service for National Security), and Norbert Tajti (Military National Security Service) 123. The National Information Centre was the only major agency left unaffected 1. Prime Minister Magyar subsequently named Péter Buda, a former counterintelligence lieutenant colonel and Russian hybrid warfare researcher, to a new state secretary-level coordination role spanning all intelligence services, a position VSquare characterized as analogous to the US Director of National Intelligence 3. Buda told VSquare his three stated priorities are depoliticizing the services, professional renewal of the intelligence community, and recalibrating toward restored transatlantic priorities 3.

Analysis
Buda's appointment as DNI-equivalent creates the structural preconditions Allied services have required since Orbán institutionalized pro-Russian orientation. The simultaneous removal of all four agency heads eliminates the last formal argument for delayed reintegration. Restored bilateral intelligence-sharing with a NATO or EU partner by June 2027 is likely. Moderate confidence rests on primary reporting corroborated across secondary outlets establishing structural intent, with no observable signal yet of partner readiness to restore access. Magyar may instead have substituted loyalists for Orbán's under a reform banner, with Buda's credentials providing professional cover for a restructuring that mirrors prior methods. The National Information Centre's exclusion from the reshuffle remains a residual liability. Allied services calibrating Hungary's compartment tier will treat confirmed bilateral channel establishment as the threshold. Absent that signal, restricted access persists.
