Ukraine Signs Deal to Help Produce Long-Range Strike Missiles for Europe

BLUFBoth MoUs mark a structural pivot toward European co-development of combat-proven Ukrainian strike systems, but series production of Flamingo in Germany by October 31 remains unlikely absent disclosed manufacturing contracts or supply chains.

MBDA signed a memorandum of understanding with Ukrainian defense firm Luch on June 16 to co-develop the Neptune 2 cruise missile for deep-strike missions, per an MBDA press release 123. MBDA described the effort as "disruptive innovation" and cited Luch's expertise in design, development, and production of complex weapon systems 1. Separately, Diehl Defense CEO Helmut Rauch confirmed plans to begin Flamingo cruise missile production in Germany, with formal talks between Diehl and manufacturer Fire Point expected in coming weeks, The War Zone reported 4. Fire Point has stated a production target of at least seven Flamingo missiles daily by October 4.

Analysis
Both MoUs advance European deep-strike co-development to a formal stage, but Flamingo series production in Germany by October is unlikely. No manufacturing contract, production site, or supply chain framework has been disclosed, and moderate confidence reflects the absence of observable production preconditions. The MBDA announcement rests on a single primary source with all outlets tracing to the same press release, limiting confidence in both timelines. European primes co-developing combat-proven Ukrainian systems rather than supplying hardware addresses NATO's land-based strike gap without waiting for programs expected in the 2030s. Both companies may instead be establishing Ukraine market access ahead of postwar reconstruction. German procurement planners must determine whether Flamingo qualifies as a near-term inventory option before deciding on interim alternatives to the canceled U.S. Army long-range fires battalion.
