Treasury Designates 35 Entities in Iran Shadow Banking Network Enabling Tens of Billions in Sanctions Evasion

The Treasury Department's Office of Foreign Assets Control on April 29 designated 35 entities and individuals overseeing Iran's shadow banking architecture that facilitated movement of tens of billions of dollars tied to sanctions evasion and terrorism sponsorship. The networks allow IRGC forces to access the international financial system for illicit oil payments, weapons component purchases, and money transfers to proxies. The system operates through private companies known as rahbars that manage thousands of overseas shell companies. Since February 2025, OFAC has sanctioned approximately 1,000 Iran-related persons, vessels, and aircraft under Operation Economic Fury.

Analysis
The rahbar architecture, private intermediaries managing thousands of overseas shells, distributes exposure in a way designed to absorb designation attrition: each OFAC round forces adaptation without dismantling IRGC oil revenue flows or proxy transfer channels. Per the Treasury press release corroborated by secondary outlets but absent independent verification of scope, the 35-entity action fits the ~1,000-designation pace over 14 months. Treasury will very likely designate at least 20 additional Iran-connected entities within the next 60 days. Volume alone does not indicate material network degradation. The surge may instead function primarily as coercion leverage in stalled nuclear negotiations, with enforcement efficacy secondary to what Tehran reads into each OFAC action.
