House Oversight Committee Advances Bill to Abolish Inspector General Coordinating Body CIGIE
BLUFAbolishing CIGIE's independent oversight role is unlikely to clear the full House by year-end, but committee passage alone signals growing GOP appetite for subordinating inspector general accountability to executive control.
The House Oversight Committee on Wednesday advanced H.R. 9725, the Restoring Integrity and Efficiency to Inspector General Oversight Act, sponsored by Representative Clay Higgins (R-La.) 12. The bill abolishes the Council of the Inspectors General on Integrity and Efficiency (CIGIE) one year after enactment and transfers government-wide inspector general oversight functions to the Office of Management and Budget 1. It also directs OMB to set inspection standards for IG offices, requires the Federal Law Enforcement Training Centers to maintain a professional training academy for IG staff, and moves the Pandemic Response Accountability Committee into the Executive Branch 1. Higgins said CIGIE's Integrity Committee "has operated in a manner contrary to the constitution" and has acted with partisan bias, while Chairman James Comer (R-Ky.) said CIGIE "has lost Congress's and the public's trust" 1. The measure, introduced July 16, carries one Republican cosponsor 2.
AnalysisCommittee passage transfers CIGIE's oversight authority toward OMB and creates a controlling political test: the bill still faces a floor vote, and its single Republican cosponsor signals thin buy-in beyond the sponsor's own grievance with the Integrity Committee. Passage of the full House is
unlikely by year-end. That judgment carries high confidence, reflecting the bill's narrow cosponsor base and the absence of any signal that GOP leadership has prioritized floor time for a measure restructuring inspector general oversight government-wide. If it stalls, CIGIE and its Integrity Committee retain current authority over cross-agency IG coordination and complaint review.
