Russia Pushes Drone Strikes Into Volyn Oblast on NATO Border Cutting Power to 370000 With Record 850 Shaheds in 36 Hours
BLUFRussia's extension of massed Shahed strikes to Volyn on the Polish border signals that western Ukraine's power grid and air defenses now face the same attrition pressure long concentrated in the east and center.
Roman Romaniuk, acting head of the Volyn regional military administration, said about 20 Russian drones struck the oblast overnight into October 16, leaving 370,000 customers without power as of the morning 12. Lutsk council secretary Andrii Razumovskyi said the city lost electricity after debris struck a power line, with municipal services on backup power 34. Romaniuk reported a private enterprise damaged in Manevychi, with two injured and five unaccounted for, while Euromaidan Press reported one killed and eight injured there 14. Zelensky said more than 850 Shaheds were launched from midnight to 9:00 on October 15-16, with dozens of hits and six deaths in Kropyvnytskyi and Dnipropetrovsk region 5. bne IntelliNews noted that Zelensky's own figure of nearly 15,000 without power in Volyn does not reconcile with Romaniuk's, possibly reflecting different times 2.
Analysis
Russia has extended its Shahed campaign to Volyn, on the Polish border, and the Lutsk and Kovel outages show the western grid is now within routine strike range. Air defense there was built for sporadic jet-drone raids, not waves that also saturate Kirovohrad, Dnipropetrovsk and Kyiv, so interceptor stocks and mobile-fire-group coverage will be stretched thinner. The Starlink cap on moving terminals, set near 161 km/h against jet Shaheds, degrades the interceptor drones Kyiv depends on. The Volyn strikes may instead be overflow from the Kirovohrad-focused salvo, shaped by jet-drone routing rather than a deliberate shift toward the NATO border. Confidence is high because five outlets consistently report the 370,000 outage and the Lutsk blackout. All Volyn figures trace to the same regional and city officials, limiting independence, and the Manevychi toll and the 15,000 outage figure remain unreconciled.
