Ukraine Urges US Sanctions on Russia Rassvet Satellite Network Over Drone Control Threat
BLUFDespite Kyiv's urgency, US Treasury designation of any entity tied to the Rassvet satellite network by year-end remains very unlikely given official silence and an undelivered target list.
Denys Sienik, Ukraine's deputy chief of mission in Washington, told Reuters that Kyiv is asking the US to sanction Russian companies helping develop the Rassvet satellite network, as relayed by Ukrainska Pravda and UNN 12. Sienik said that if Rassvet launches by the end of 2026, Russia could strike Ukrainian targets in real time, and that unsanctioned entities would make the program possible 12. Iks Holding CEO Alexei Shelobkov said in June that operations would begin in 2027, after a first batch of 16 satellites launched in March, with 900 planned 12. The Financial Times, as relayed by The Next Web, reported that Zelensky has asked Trump several times, including at a recent New York meeting, to sanction the Russian and Chinese firms involved 3. The US Treasury did not comment, per UNN 2.
AnalysisTreasury designations naming a Russian or Chinese entity for the Rassvet network are
very unlikely by December 31, 2026. Kyiv has yet to deliver its list of companies and individuals, and the satellite manufacturer sits outside Western sanctions lists, so vetting would start from scratch. Kyiv's real-time strike warning raises pressure to act before launch, and its request has shifted from a general appeal to a formal ask, yet Treasury has signaled no response. Confidence is low: the only evidence of US intent is official silence, and Zelensky's requests to Trump reach us only through a secondhand relay of one FT report that the other outlets merely amplify. Washington may instead be holding designations in reserve as leverage with Moscow, so a listing could come abruptly if talks fail. Absent sanctions pressure on the supply chain, Kyiv should plan air defense and counter-drone resources around a 2027 operational start.
