Hungary Keeps Veto on Last Two Ukraine EU Accession Negotiation Blocks
BLUFIt is unlikely that Hungary drops its veto on clusters 4 and 5 by year's end, stalling Ukraine's EU accession timeline and shifting leverage to Budapest's minority-rights demands.
Hungary refused on Tuesday, October 27, to approve the screening results for clusters 4 and 5, the last two unopened blocks in Ukraine's EU accession talks, at a Brussels meeting of the Council's enlargement working party, European Pravda reported citing EU diplomats 12. One diplomat said "Hungary's position has not changed," and Budapest had first blocked the same procedural step on October 20 13. According to European Pravda's sources, the Irish presidency knew beforehand that Hungary would not shift, and another diplomat described the repeat agenda item as pressure on Budapest rather than a real attempt to win approval 1. Euromaidan Press reported that Péter Magyar's government, which replaced Viktor Orbán's in April, ties its support to 11 demands on Hungarian minority rights, and that Zelenskyy wants both clusters opened by year's end 2.
AnalysisConfidence is high, based on consistent reporting and two refusals within a week with no change in Budapest's stated position, though the three secondary outlets repeat European Pravda's single account, so that convergence is one reporting stream. The Irish presidency scheduled a vote it expected to lose, which points to pressure on Budapest rather than a search for consensus. Magyar's 11 minority-rights demands give his government a lever Kyiv has not yet satisfied. It is
unlikely that Hungary approves the screening results for clusters 4 and 5, or that the EU formally opens either cluster, by December 31, 2026. Hungary's June lifting of the Cluster 1 veto and its October 13 acceptance of Clusters 2 and 3 gave way to this refusal, so the new government obstructs the final blocks as well. Budapest may instead be holding the clusters for a package deal on minority rights and could approve quickly once Kyiv concedes. If it approves, Ukraine and the Lithuanian presidency can plan chapter closures for early 2027. If the block holds, Kyiv and Brussels must resume minority-rights talks with Budapest or consider advancing Moldova separately.
