Russian Drones Target Khmelnytskyi Nuclear Plant Substation, Ukraine Alerts IAEA

BLUFIt is unlikely that the Khmelnytskyi plant lost off-site power or a reactor connection between November 5 and 18, but repeated substation strikes remain the most credible pathway to a future grid disconnection.

Ukrainian Energy Minister Denys Shmyhal stated on Tuesday, November 3, that Russia directed three drones at a substation critical to the stable operation of the Khmelnytskyi nuclear plant, and that Ukraine reported the incident to the IAEA 123. Ukrinform, citing Shmyhal's Facebook post, reported that he briefed G7 and EU ambassadors on the strike 1, and UNN added that NB8 ambassadors attended 2. Shmyhal put the overall attack at 289 drones, 17 ballistic missiles and 59 cruise missiles, with power plants and transmission and distribution substations as the main targets 12. EU Today reported that neither the extent of damage to the substation nor any loss of external power or disruption at the plant's reactors has been confirmed 4.

Analysis
Moscow targeted three drones at one substation inside a 365-weapon salvo, and no outlet reports damage or a loss of external supply. It is unlikely that the IAEA will report between November 5 and November 18 that Khmelnytskyi lost off-site power or had a reactor disconnected from the grid because of an attack. November 2025 showed that substation damage can force Khmelnytskyi and Rivne to cut output, so repeat strikes on the same node remain the route to a grid disconnection. Confidence is low because every report traces to Shmyhal's Facebook statement, with no IAEA, operator or imagery confirmation. Russia's target may instead have been the broader grid, with the substation hit incidentally and the nuclear framing serving mainly to press partners for air defense and an IAEA response. If damage is confirmed, expect emergency IAEA and European consultations and air-defense deliveries reprioritized toward nuclear-linked substations. Otherwise, current monitoring and aid arrangements stay unchanged.
