IC Leaders Agree Biden-Era Havana Syndrome Assessment Should Be Retracted at HPSCI Hearing

At the March 19 HPSCI hearing, Chairman Crawford called the 2023 Intelligence Community Assessment dismissing foreign involvement in Havana Syndrome 'deeply flawed' and asked each IC principal whether it should be retracted. DNI Gabbard, FBI Director Patel, acting NSA chief Hartman, and DIA Director Adams all said yes; CIA Director Ratcliffe deferred to Gabbard. The retraction—if executed—would reverse a Biden-era finding that it was 'very unlikely' a foreign adversary caused the anomalous health incidents affecting IC officers and diplomats.

Prior IC brief (0417) reported HPSCI found 'direct evidence' the 2023 Havana Syndrome ICA was 'developed inconsistent with analytic integrity.' The unanimous retraction agreement from current IC leaders validates that finding and marks the first time sitting principals have called for rescinding a predecessor's ICA.
