CISA Issues Zero Trust Guidance for Operational Technology Environments

CISA and U.S. government partners published a guide on April 29 outlining a zero trust roadmap for operational technology environments. The framework addresses securing industrial control systems in critical infrastructure sectors including energy, water, and transportation, where legacy devices often cannot support identity verification and network segmentation at the authentication level the zero trust model requires.

Analysis
Field devices in generation and water treatment often cannot support authentication at all, making zero trust inapplicable to current OT infrastructure. The framework is better understood as a procurement and architecture baseline for the next decade than a deployable control set. Broad adoption across energy, water, and transportation OT is unlikely within five years; asset replacement cycles average 15-25 years, and voluntary guidance has historically driven incremental rather than comprehensive change absent regulatory mandate. Corroborated across four outlets but without independent technical critique, the framework may instead represent primarily diplomatic signaling, consistent with CISA's pattern since 2021 of issuing overlapping OT frameworks without measurable sector-wide adoption.
