Lula Wins Brazil Presidential Runoff, Defeating Flávio Bolsonaro

BLUFAnnulment of the runoff is very unlikely given that both campaigns requested the voting extension Bolsonaro now challenges, but his contest will fuel base grievance and complicate Lula's dealings with a hostile Congress.

Brazil's Superior Electoral Court declared Luiz Inácio Lula da Silva the winner of Sunday's runoff with 51.76% of valid votes to Flávio Bolsonaro's 48.24%, a margin above 4 million 12. Bolsonaro had led the October 4 first round 47.03% to 45.16% 2. Supreme Court Justice Cristiano Zanin extended voting by two hours after both campaigns petitioned, Lula's over transport disruptions and Bolsonaro's over heavy rain 34. Bolsonaro called the result "inexplicable" and said he would seek annulment, citing the extension 34. Lula's term begins January 5, 2027 1.

Analysis
Confidence is moderate, resting on uniform reporting of a margin above 4 million votes but offset by an untested annulment petition and a divided Supreme Court. The Superior Electoral Court or Supreme Federal Tribunal is very unlikely to annul the October 25 runoff or order a new vote by November 30. Bolsonaro's challenge targets Justice Zanin's two-hour extension, which both campaigns requested, so a court would struggle to show it favored one side. The petition will still keep the result contested through certification and could harden his base against the incoming government. Six outlets converge, though the CBS (AP), NPR and CNBC accounts appear to share upstream sourcing, leaving only Al Jazeera's live coverage as near-real-time primary reporting. Lula's comeback from a 1.9-point first-round deficit, the first runoff reversal since 1989, overturned the expectation of a Bolsonaro win. The extension and Bahia bus disruptions may nonetheless be irregularities large enough to give annulment judicial traction, particularly if the court splits over Zanin's past as Lula's lawyer. If the result stands, investors and governments can plan around a Lula government from January 5 facing a Liberal Party-led Congress and gross debt at 82.9% of GDP. An annulment would force hedging against prolonged institutional crisis and delay trade talks with Washington.
