EU Prepares 22nd Russia Sanctions Package as Washington Explores Economic Concessions
BLUFBrussels is unlikely to formally adopt the 22nd Russia sanctions package by December 15, as the unanimity requirement and absent timetable give any reluctant member state effective veto power.
On October 21, EU foreign policy chief Kaja Kallas told the European Parliament she had proposed 22nd-package listings targeting Russia's shadow fleet, energy and banking sectors, including entities in third countries, per TASS 1. She gave no adoption date, and the package requires unanimous member-state approval 1. The Council's October 12 listing of 1,569 individuals and entities in Russia's military-industrial complex was not the 22nd package, which the Commission says remains in development 12. EU Today reports Washington is weighing economic incentives to bring Moscow to negotiations, with no comprehensive US sanctions rollback agreed and the 22nd package's contents not yet announced 3. The EU Sanctions newsletter lists Foreign Affairs Councils on November 16 and December 14 2.
AnalysisThe Council of the EU is
unlikely to formally adopt the 22nd sanctions package by December 15. Kallas offered no adoption date, the Commission's September target has already slipped, and unanimity lets any single member state delay. Only the November 16 and December 14 Foreign Affairs Councils fall inside the window, and the package's contents remain unpublished. Confidence is high because three outlets consistently report the missing timetable and the unanimity requirement, though none is a primary document and the TASS and newsletter accounts of the Commission's position agree without evident copying. Washington's exploration of economic incentives for Moscow pressures Brussels to hold its leverage but does not signal faster or blocked adoption. The European Council's October call for further sanctions and already-drafted listings could still produce adoption on December 14, as earlier packages cleared once holdouts were bought off. If adoption comes by mid-December, EU and third-country shipping, energy and banking firms must prepare for new listings and compliance deadlines. If it slips, they can plan around current restrictions into 2027.
