House Members Launch Investigation Into Security Risks of AI Models Developed in China

House Homeland Security Committee Chairman Andrew Garbarino and China Select Committee Chairman John Moolenaar launched a joint investigation on April 29 into security risks posed by Chinese-developed AI models, specifically targeting DeepSeek, Alibaba, Moonshot AI, and MiniMax, Inside Cybersecurity reported. The chairs sent letters to Anysphere, developer of the Cursor AI coding tool, and Airbnb questioning their reliance on Chinese-developed AI in products and customer service operations. The investigation focuses on unauthorized model distillation and other techniques by which Chinese firms allegedly extract capabilities from American frontier models and repackage them without equivalent safeguards. The probe follows a March 17 Homeland Security subcommittee hearing on PRC AI risks and an April 16 China select committee hearing on campaigns to acquire American AI capabilities, which produced a committee report on the same day.

Analysis
The focus on data exfiltration and backdoor access aligns with documented technical concerns about Chinese AI products that have reached US distribution since early 2025 with limited independent security vetting. Jurisdiction held by both committee chairs elevates the probe above routine member letters, per a single Inside Cybersecurity report. The investigation may function primarily as legislative pressure on executive branch inaction on Chinese AI vetting rather than a vehicle for independent security findings. Formal advancement to a public hearing or interim report within the next 90 days is unlikely; committee inquiries at the information-gathering stage regularly stall before advancing to formal proceedings.
