Mali Security Deteriorates as Jihadist-Rebel Alliance Overwhelms Junta and Russian Mercenaries

BLUFMali's junta will likely lose at least one additional provincial capital within 90 days, as Russian mercenary withdrawal and a fractured command structure leave no credible defensive capacity.

On April 25, JNIM jihadists and FLA Tuareg separatists launched coordinated dawn attacks across Mali, killing Defense Minister Sadio Camara in a suicide truck bombing at his Kati residence and striking near Bamako airport and at Mopti, Sevare, and Gao 12. In the same offensive, FLA forces seized Kidal, forcing Russia's Africa Corps to withdraw; the Corps confirmed the pullout, acknowledging publicly that "the situation in the Republic of Mali remains difficult" 1. Analysts cited by the New York Times called the attacks the most severe blow ever suffered by any Malian government, with jihadist strikes on towns and cities having nearly tripled over the past five years per the International Crisis Group 3. Foreign Minister Abdoulaye Diop told journalists last month that the junta "does not envisage any dialogue with terrorist armed groups" 3.

Analysis
JNIM and FLA are likely to seize and hold at least one additional town of district or provincial capital significance beyond Kidal within 90 days of June 7. High confidence rests on three converging observables: the Africa Corps' public admission of limited capacity, the junta's hardened no-dialogue stance closing the principal stabilizing off-ramp, and Goïta's sustained public absence indicating a command authority gap. Russian protection is now exposed as inadequate even within the Bamako-Kati perimeter, foreclosing the junta's primary deterrent narrative. The most plausible brake on further advances is internal alliance fracture: the JNIM-FLA partnership collapsed in 2012 when jihadists expelled Tuareg allies from northern territory, and that fracture history remains the likeliest check on momentum. A second territorial loss forces U.S. Sahel reset officials and regional partners to choose between accepting state fragmentation and reversing their disengagement.
