Bellingcat Documents Destruction of Villages in Myanmars Rakhine as Conflict Intensifies

BLUFDespite mounting evidence of the Hoyyar Siri massacre, Western governments are unlikely to sanction the Arakan Army for Rakhine atrocities by end of 2026, prioritizing anti-junta coordination over accountability.

Bellingcat identified 115 Rakhine State villages as partially or completely destroyed since Myanmar's February 2021 coup, using satellite imagery, NASA FIRMS, and ACLED data across Buthidaung, Maungdaw, and Kyaukpyu 1. Human Rights Watch documented that Arakan Army fighters on May 2, 2024, deliberately opened fire on unarmed Rohingya civilians at Hoyyar Siri in Buthidaung, killing at least 170 people including approximately 90 children 23. The killings were confirmed only after survivors reached Bangladesh refugee camps more than a year later; HRW found survivors who remain confined to an Arakan Army-controlled camp, denied freedom of movement, and subjected to forced labor 23. The Arakan Army denied targeting civilians, and Bellingcat reported the group's political wing did not respond to queries about the alleged attack 12.

Analysis
Western governments are unlikely to impose targeted sanctions on the Arakan Army by end of 2026: the AA's role as the primary armed challenger gives Washington, Brussels, and London structural reason to avoid designations complicating anti-junta coordination, and no government has issued pre-designation signals since the Hoyyar Siri evidence surfaced in mid-2025. The record rests entirely on HRW and Bellingcat, which draws on HRW rather than independent collection, leaving casualty figures and attribution unconfirmed by government, signals intelligence, or independent geospatial analysis. The AA's claim that its fighters targeted junta soldiers and Rohingya combatants rather than civilians cannot be excluded given documented Myanmar military presence in the village beforehand. Moderate confidence reflects the depth of the evidentiary record against the absence of observable pre-designation indicators. Absent sanctions, policymakers on Rohingya return or accountability have no coercive instrument beyond diplomatic exhortation.
