Russia Bombards Ukraine's Power Grid in Massive Strike, Kyiv Faces Widespread Water and Electricity Outages
BLUFRussia will likely launch another massed drone and missile strike of 250-plus munitions by November 19, exploiting a fragile Ukrainian grid now operating with almost no reserve capacity.
SOFX reported that Russia launched 289 drones and 76 missiles overnight into November 3-4, its largest strike on Ukraine's energy grid this year, damaging generation and substations in nine regions 1. Kyiv Post reported that the attack damaged key facilities in the capital's regional energy hub, causing water and power outages and halting trams and trolleybuses 2. Ukrenergo said emergency outages were canceled in most regions including Kyiv, restoring hourly schedules of up to four queues, versus 2.5 before the attack, while emergency cuts continue in Kharkiv region 34. Ukrenergo called the situation difficult, especially in Kyiv and its region 34. Ukraine's Energy Ministry said nuclear plants cut output after Russian shelling, including a drone strike on a substation critical to Khmelnytsky NPP 4.
AnalysisConfidence is high, based on consistent reporting of the November 3-4 tempo and a grid that remains degraded, which keeps energy targets attractive. Russia will
likely launch another combined drone and missile strike of at least 250 drones and missiles in a single overnight attack between November 5 and November 19. Kyiv's recovery is fragile, since schedules of up to four queues versus 2.5 before the attack leave little reserve and nuclear plants have already reduced output. Moscow struck on the eve of the Abu Dhabi talks, where Kyiv will press for an energy ceasefire, so further raids would enhance Russian leverage. Emergency outages have ended in most regions including Kyiv, but cuts continue in Kharkiv region and scheduled outages have intensified. Four outlets converge on Ukrenergo and official statements, with only Kyiv Post reporting directly, so corroboration is broad but rests on few independent origins. Russia may instead be stockpiling for fewer, larger salvos timed to diplomatic milestones, which could place a repeat of this scale outside the window. If a strike comes, Kyiv and its partners will press for air-defense deliveries and utilities will extend outages. If not, repairs proceed and energy-ceasefire talks gain room.
