Ukraine Strikes Russian Aviation and Missile Battery Manufacturers in Voronezh and Yelets
BLUFSustained Ukrainian strikes on Energiya's irreplaceable thermal battery production will very likely continue through Voronezh and Lipetsk oblasts by November 11, threatening a bottleneck in Russian missile output that no rapid workaround can offset.
Defence Matters reported that missiles struck the Energiya battery plant in Yelets, Lipetsk region, on October 25, and that drones hit Voronezh overnight on October 25-26, with the VASO aircraft plant and the Voronezhsintezkauchuk synthetic rubber plant among the reported targets 1. Voronezh governor Alexander Gusev confirmed fires at several industrial facilities without naming them, reported two deaths and 17 injuries, and said air defences intercepted 113 drones, claims Defence Matters noted are unverified 1. Lipetsk governor Igor Artamonov acknowledged an attack on Yelets' industrial area without naming Energiya or assessing damage 1. Kyiv Independent also reported a Ukrainian strike damaging a chemical plant in Voronezh 2. The missile type used at Yelets, and the extent of damage there and at VASO, remain unconfirmed 1.
AnalysisConfidence is moderate because only two secondary outlets agree, and only on the Voronezh strike, so the Yelets and VASO claims rest on Defence Matters alone. Damage, missile type and output effect remain unverified. The campaign has opened a second front, with drones hitting Voronezh after the Yelets missile strike. Ukraine will
very likely conduct at least one further drone or missile strike on industrial facilities in Voronezh or Lipetsk oblast that a Russian regional governor or official publicly acknowledges by November 11, 2026. Both governors acknowledged attacks without naming plants, so their statements will confirm that strikes occurred without confirming what was hit. The Voronezh raid may instead have aimed mainly to stretch air defences and hit chemical and rail targets, with the aircraft plant incidental and Yelets the only strike on a weapons chokepoint. Energiya's
thermal batteries have no commercial substitute, so Russian missile output depends on how fast the plant restores production. If strikes continue, Russian planners must hold scarce interceptors around Voronezh and Lipetsk after 113 intercepts in one night, and Ukraine's backers weigh more Storm Shadow supply. If they stop, Yelets looks like a one-off and component-shortage planning can ease.
