Merz and Zelensky Agree to Facilitate Return of Military-Age Ukrainian Men from Germany

German Chancellor Friedrich Merz announced Berlin will limit Ukrainian men of military age seeking asylum and coordinate with Kyiv to facilitate their return, following a joint press conference with President Zelensky on April 14. An estimated 400,000 men aged 18-23 have left Ukraine since August 2025 according to EU data cited by Ukraine's Social Affairs Minister. Zelensky acknowledged the departures violated Ukrainian law and called for bilateral cooperation on enforcement. Berlin will also support Kyiv's efforts to restrict further departures of military-age men to the EU.

Analysis
The 400,000 departed military-age men represent roughly 10% of Ukraine's mobilization-eligible male population, directly affecting force generation when frontline attrition is unsustainable. Merz's framing of returns as coordinated with Kyiv rather than unilateral deportation provides political cover for what is functionally a forced repatriation policy, testing whether EU asylum norms can be suspended for an allied nation's wartime manpower needs. The simultaneous defense package creates a quid pro quo: Germany funds the weapons, Ukraine provides the soldiers.
