US Proposes Expanding UN Sudan Arms Embargo Nationwide Including Drones as Civilian Deaths From Armed UAVs Surge

BLUFRussian and Chinese veto opposition makes a nationwide Sudan arms embargo expansion very unlikely before the September 12 expiration, leaving drone strikes outside enforceable UN restrictions.

The United States on Monday submitted a UN Security Council draft resolution to expand the Darfur arms embargo, in place since 2005 under Resolution 1591 and due to expire September 12, to cover all of Sudan, explicitly bringing drones and related systems under the restrictions, US envoy Massad Boulos told the Council 123. Boulos said armed drones killed more than 1,120 civilians in the first half of 2026, about 80 percent of recorded civilian deaths in that period 1; UN Under-Secretary-General Rosemary DiCarlo separately cited roughly 1,400 civilian deaths documented by the UN human rights office over the same period, including about 1,100 from drone strikes 3. Sudan's UN ambassador, Al-Harith Idriss, rejected the expansion, calling instead for a "technical extension" of the existing embargo and citing the voluntary return of 5.8 million displaced people 12. China's envoy Li Song urged caution against expanding sanctions, and Russia's envoy Vassily Nebenzia rejected the proposal outright, calling Western economic measures against Sudan "economic strangulation" 1; both hold Security Council veto power.

Analysis
Nationwide expansion and drone codification are very unlikely to pass before the September 12 expiration, given Russia's and China's categorical veto opposition and Sudan's rejection of anything beyond a technical rollover; Beijing's caution and Moscow's "economic strangulation" framing read as a coordinated blocking posture rather than a negotiating opener, though the objections could instead function as leverage to narrow the resolution's scope before the deadline. Confidence is high, resting on both veto-holders' on-record opposition and Khartoum's rejection, which removes host-government pressure that might otherwise soften the P5 split. Convergent floor coverage of the same open Council session corroborates the four-point resolution and the split itself, not the contested casualty figures. Failure defaults Washington to a bare rollover, leaving drone supply chains to both SAF and RSF unregulated through the current fighting season.
