EUISS Urges Europe to Close Ukraine Air Defense Gap Before Winter
BLUFEuropean capitals will very likely commit Patriot or SAMP/T deliveries before December 1, but production shortfalls against Russian launch rates mean winter coverage hinges on politically costly stock transfers.
The European Union Institute for Security Studies said in a commentary on September 3 that Ukraine faces a difficult winter as Russia intensifies long-range strikes on infrastructure and morale, with ballistic missiles remaining the hardest threat to intercept 12. Russia fired 126 ballistic missiles in July, the month's highest total, according to New York Times reporting cited by EUISS 12. EUISS said Lockheed Martin's Patriot PAC-3 production stood at 600 missiles in 2025 against Russian strikes exceeding 120 a month, while the Centre for Strategic and International Studies estimated the US had consumed two-thirds of its Patriot stock by end of July amid the conflict with Iran 12. EUISS recommended Europe pursue three lines of effort: transferring Patriot and SAMP/T systems and interceptors from existing stocks, boosting production in Europe and Ukraine, and developing upgraded or new systems, including the Denmark-France-Germany-Italy-Netherlands-Norway-Spain-Sweden-Ukraine-UK anti-ballistic missile coalition Project Freyja established in July 12. On the production push, EUISS cited US plans to scale Patriot PAC-3 output to 2,000 missiles over seven years, a German PAC-2 line opening in September, PAC-3 components already being localized in Poland, MBDA doubling Aster 30 production in 2026 with a new Italian assembly line, and France and Italy committing to authorize licensed Aster 30 production in Ukraine before the end of 2026 12.
AnalysisEuropean governments will
very likely commit firm Patriot or SAMP/T delivery dates before December 1, 2026, but near-term supply will come from drawdowns of existing stocks rather than new production, since monthly Russian ballistic-missile fire above 120 rounds outpaces roughly 600 annual PAC-3 interceptors. Confidence is low, resting on a single institutional source's estimates without independent supply data or government confirmation, and EUISS's EU-funded advocacy role gives it incentive to overstate the gap to justify expanded defense spending and Project Freyja funding. Project Freyja and localized PAC-2/PAC-3 lines offer medium-term relief but cannot mature before spring. Whether European capitals accelerate stock transfers ahead of a potential ceasefire push will determine if Ukraine's air-defense planning shifts toward rationing interceptors and prioritizing critical infrastructure over broader coverage.
