Treasury Sanctions 17 Tankers Linked to Iran Shadow Fleet in Economic Pressure Campaign
BLUFKpler data showing no Iranian crude loaded since August 25 suggest the port blockade, not vessel designations, now drives export suppression, though Treasury will very likely announce additional Iran-related designations by October 31 to prevent fleet reconstitution.
The Treasury Department said on Thursday it designated 17 vessels under Executive Order 13902, which it describes as the remnants of Iran's shadow fleet, flagged across more than a dozen jurisdictions 12. Treasury also designated 18 companies, including Marshall Islands, Hong Kong and China-based owners, and removed two vessels, HAKUNA MATATA and PINOCCHIO, from the SDN List after their sale to U.S.-aligned operators 13. Treasury's examples include the Cameroon-flagged SHENZHEN, which it says moved over 3.5 million barrels of Iranian crude since November 2025, and the Vanuatu-flagged TINA 5, which it says moved 1.5 million barrels in August 1. CNBC reported that a Treasury official said Iran has stopped loading and offloading oil because of the U.S. port blockade, and that Kpler data show no Iranian crude loaded for export since August 25 4.
AnalysisTreasury will
very likely announce a further round of Iran-related vessel or oil-trade designations by October 31. Confidence is low because the only direct evidence is Treasury's own release, which gives no schedule, and the CNBC, JNS, Shafaq News and MLex items merely amplify it. Treasury calls the shadow fleet fluid, so replacement tankers and front companies will need new listings to sustain pressure. The delistings of HAKUNA MATATA and PINOCCHIO show owners a path out through divestment. Kpler data showing no Iranian crude loaded since August 25 suggest the blockade now does most of the work, so Treasury may treat the fleet as largely neutralized and shift toward banks, refiners, or non-maritime networks. Shipowners, flag registries and Asian buyers should keep screening counterparties against new SDN additions until that shift is evident.
