Ukraine Intel Says Russia Could Open Northern Front by February 2027 if Moscow Orders New Mobilization

BLUFRussia ordering a new mobilization wave by late February 2027 remains unlikely, with HUR's own manpower-shortfall data and absent preparatory indicators reinforcing the conditional nature of the timeline.

HUR deputy chief Maj. Gen. Vadym Skibitskyi told RBC-Ukraine on Monday that Russia could assemble a strike force for a northern offensive by around February 2027 if Moscow orders a new mobilization wave, basing the estimate on the 2022 mobilization timeline in which trained units began reaching the front by December and combat-ready forces were in place by January 12. He said any decision on mobilization would follow Russia's September parliamentary elections and cited Putin's affinity for symbolic dates as a factor in a possible February timing 23. Skibitskyi said intelligence is currently detecting neither troop concentrations nor other indicators of preparations for an offensive toward Kyiv or Chernihiv oblasts 2. HUR assesses Russia lost more personnel than it recruited in both June and July, with a shortfall of 3,000 in June and at least 1,000 in July, and puts Russia's operational reserve at roughly one-tenth the size of its combat component fielded against Ukraine 1.

Analysis
Whether Russia orders a new mobilization wave after September's parliamentary elections is unlikely within the roughly five-month window running to late February 2027. Low confidence reflects reliance on a single primary interview whose conditional framing does not indicate an observed decision or intelligence that one is under consideration. HUR's own manpower data undercuts the precondition: Russia ran personnel shortfalls of 3,000 in June and 1,000 in July, and its operational reserve sits at roughly one-tenth the combat component fielded against Ukraine, indicating force-generation strain rather than a buildup toward open mobilization. Absent that order, the northern strike-force timeline Skibitskyi outlined does not begin. No troop concentrations or preparatory indicators toward Kyiv or Chernihiv oblasts are currently detected, consistent with a decision still pending Kremlin political calculation after the vote.
