Satellite imagery shows Iran rebuilding nuclear and missile sites days after signing US memorandum of understanding

BLUFWashington is unlikely to formally declare the memorandum violated by August 3, preferring diplomatic ambiguity that preserves the Swiss talks track even as satellite evidence erodes Iran's compliance narrative.

Satellite imagery obtained by CNN from Vantor and analyzed with the Institute for Science and International Security shows repair activity at Iran's Taleghan 2 facility inside the Parchin military complex on June 22 and July 7, including excavation around bomb-penetration holes, concrete reinforcement and apparent rebar installation for a permanent cap over a site destroyed by an October 2024 Israeli strike, rebuilt from May 2025, then struck again by Israel in March 2026 12. Separate imagery from June 21 shows vehicles and trucks moving in and out of tunnel entrances at the suspected underground site Pickaxe Mountain, alongside construction activity at missile sites 13. The activity occurred while the June 17 US-Iran memorandum of understanding, under which Iran committed to maintaining the status quo in its nuclear program, remained formally in force 2. The imagery became available during a brief window in which Washington eased restrictions on commercial satellite distribution over the region, restrictions that have since been reinstated as US military operations against Iran resumed 1. A Pentagon official declined to comment on the findings, citing operational security 1.

Analysis
Washington is unlikely to formally declare the memorandum violated by August 3 despite reconstruction at Taleghan 2 and vehicle activity at Pickaxe Mountain undercutting Iran's compliance claims, since the Pentagon's refusal to comment favors ambiguity over rupture while Qatari and Omani mediators work to preserve a diplomatic track a formal finding would foreclose. Reported talks in Switzerland within days further dampen incentive to convert the imagery into an official break. The repair work may instead reflect damage assessment and debris removal from earlier strikes rather than deliberate rebuilding of weapons-relevant capability. Moderate confidence reflects a single CNN-originated reporting chain, merely amplified by other outlets, corroborated only by the Pentagon's noncommittal response rather than independent confirmation of Washington's internal characterization. A confirmed violation finding would push Washington toward renewed strikes or sanctions; continued ambiguity keeps the mediation track and prospective talks alive.
