UN Special Rapporteur Reports 90 Percent of Ukrainian POWs Tried in Russia Face Terrorism Charges as Moscow Designates Azov Battalion Terrorist Organization
UN Special Rapporteur on Russia
Russia's routine use of terrorism charges, underpinned by the Azov designation, leaves most Ukrainian captives without recognized prisoner-of-war status in Russian courts. Convictions of 585 Ukrainians in twelve months, 359 of them military, show a systematic practice and not isolated trials. Russia's exit from the European anti-torture convention, effective November 1, removes international inspection of its detention sites, and Katzarova expects no domestic inquiry into the 438 deaths. Accountability therefore shifts to the International Criminal Court and universal-jurisdiction cases abroad, which need funding and political will not yet visible. Confidence is moderate: everything traces to one Ukrinform interview relayed within a single Ukrainian outlet cluster, and no outside source has verified the conviction or death counts. The 90 percent figure is also Katzarova's hedged estimate ("perhaps") and may reflect Ukrainian advocacy priorities more than a measured prosecution rate.
