Three Russian Refineries Hit Since Friday Handle 10 Percent of Russia's Refining Capacity

BLUFUkrainian drones will very likely strike at least one more Russian oil refinery by November 16, as three hits in three nights signal a renewed campaign linking refinery targeting to leverage over energy and diplomatic negotiations.

Drones ignited Lukoil's NORSI refinery in Kstovo, Nizhny Novgorod Oblast, overnight on November 1, according to Ukrainian monitoring channels Exilenova+ and Supernova+ relayed by Kyiv Independent 12. Governor Gleb Nikitin claimed "significant damage" to an unnamed industrial enterprise and more than 100 drones downed, per Astra 34. Dnipro Osint, cited by UNITED24 Media, said Kstovo followed strikes on Rosneft's Novokuybyshevsk refinery on October 30 and Ufa's Bashneft-Novoil on October 31, and put combined capacity near 33 million tonnes a year, about 10% of Russian refining 5. Agentstvo's tally was about 24 million tons 3. Fire Point claimed involvement in the Kstovo and Novokuybyshevsk strikes 45. Damage is unverified, and Ukraine's General Staff had not commented on Kstovo by midday 35.

Analysis
The Kstovo strike concludes the roughly two-week pause that followed US pressure, restoring a campaign Kyiv had said disabled over half of Russian refining capacity. Kyiv has linked further restraint to stronger protection of its own power grid, and with the US midterms on November 3, Washington's reaction could alter Kyiv's tempo or targeting. Ukrainian drones will very likely strike at least one more Russian oil refinery between November 3 and November 16, 2026. This may instead be a brief signaling burst timed to the midterms and coming talks, after which Kyiv exchanges renewed restraint for air-defense and grid guarantees. A repeat strike on NORSI is unlikely between November 3 and November 23, since Ukraine typically rotates among dozens of targets and major distillation-unit repair intervals run longer than three weeks. Confidence is high, based on converging Ukrainian and Russian reports, a fresh strike cycle and Fire Point's own claims. Independence is thinner than the source count implies, since most reporting traces to Ukrainian monitoring channels and Astra, and capacity estimates diverge, 33 million tonnes against 24 million. Energy traders and sanctions planners should price continued Russian diesel disruption and a widening US-Kyiv rift, while a lull would signal the pause deal is holding.
