Pentagon Special Review Panel concludes interviews on 2021 Afghanistan withdrawal; 9M documents reviewed, final report due in coming months
DOD's Afghanistan Withdrawal Special Review Panel completed its interview phase with senior military and civilian leaders and reviewed more than 9 million documents drawn from multiple agencies, including testimony from the former CENTCOM commander and the last U.S. soldier out of Kabul. Panel spokesperson Sean Parnell said final findings and recommendations will land in the coming months. The scope is an order of magnitude wider than the 3,000-document 2023 DOD review. The panel was chartered by Secretary of War Hegseth at Trump's direction. The intelligence community elements, including CIA Kabul station activity, Defense HUMINT Service residual collection, and NGA imagery tasking during the evacuation, have not been public scope items but form a substantial portion of the documents under review.
Analysis
Converging sourcing places publication within 60-90 days rather than a 2027 slip, putting the report on a collision course with the FISA 702 reauthorization cycle and FY27 budget markup. The finished product will very likely foreground HUMINT and imagery-tasking failures around the HKIA gate attack and the Taliban-intelligence handoff, the specific areas where 2023 IC reviews were classified in full, and if the panel attributes targeting-cycle failures to named CIA or DIA elements, additional IC leadership removals within the next six months are almost certain. The panel may instead confine intelligence-specific findings to a classified annex to preserve ongoing CIA equities in Afghanistan and Pakistan, producing a report that reads as a military after-action while leaving IC tradecraft accountability unresolved in the public record.
