Trump Administration Embraces AI Oversight as Google Microsoft and xAI Agree to Pre-Release Government Testing

CAISI, the Trump administration's renamed US AI Safety Institute, announced formal agreements with Google, Microsoft, and xAI on May 5 to conduct pre-release evaluations of frontier AI models, according to an agency press release cited by CNBC, The Washington Post, and Bloomberg. The agency reported completing more than 40 such evaluations to date, including on models not yet publicly released. White House NEC Director Kevin Hassett said on Fox Business on May 6 that the administration is studying an executive order to establish "a clear road map" for evaluating advanced AI systems before public release, comparing the prospective process to FDA drug approval. Hassett cited Anthropic's "Mythos" model, which Fortune described as capable of identifying and exploiting cybersecurity vulnerabilities, as the case that prompted the policy review.

Analysis
The agreements, corroborated across CNBC, The Washington Post, and Bloomberg, mark a reversal from early-2025 dismantlement of Biden-era AI safety infrastructure. Anthropic's Mythos, capable of autonomously identifying and exploiting cybersecurity vulnerabilities, converted the governance debate from abstract to operational and, per Hassett, directly triggered the policy review. Hassett's FDA comparison signals appetite for mandatory pre-release certification, but the framework remains voluntary, leaving companies latitude to time or restructure releases to avoid formal evaluation. The voluntary posture may instead reflect an industry preference to accept light-touch testing now and forestall binding congressional legislation later. Formal pre-release testing of a major model by at least two signatories through NIST by end of 2026 is unlikely.
