Romania Proposes Joint NATO Command for Black Sea After Drone Attacks on Merchant Shipping
BLUFRomania's joint Black Sea command proposal is a bid for NATO counter-drone assets and escort commitments, not a viable command structure, given split attribution and absent Turkish buy-in.
Acting Defence Minister Radu Miruță said on October 14 that he proposed to his Bulgarian counterpart a joint NATO Black Sea command with rotating location and leadership, hosted by Romania from 2028 and by Türkiye until then, per Brussels Signal and Euromaidan Press 12. Brussels Signal reported a Turkish-owned grain ship sank in Romania's economic zone on October 5, killing two crew, and that vessels were struck off Bulgaria on October 6 and 13, with 11 crew missing from one 1. Euromaidan Press reported the tanker Yara J was hit in Romanian territorial waters on October 14 and the Wine Trader on October 15, with seven crew still missing, and cited a NATO military source as saying the drones came from Russia 2. Foreign Minister Oana Țoiu said Russia "bears full responsibility," while President Nicușor Dan said it was too early to say definitively, and Bulgaria's Prime Minister Rumen Radev said Sofia cannot prove who was responsible 2.
AnalysisThere is
almost no chance that NATO or its member states formally approve a joint Black Sea command by November 17, 2026. Confidence is moderate, resting on consistent reporting of the proposal's terms and no Allied statement endorsing a command structure, though Brussels Signal and Euromaidan Press supply nearly all the detail. Türkiye's position is absent from the reporting, yet the plan starts from its coast. Bucharest names Russia while Sofia says it cannot prove responsibility, which limits the unity a command decision needs. Strikes have moved from Bulgaria's economic zone into Romanian territorial waters. The proposal may instead aim at winning counter-drone deployments and escorts from NATO ambassadors next week, so non-adoption would not signal failure. Without a command, Romania and Bulgaria must rely on national assets and the existing mine countermeasures group.
