Israel Kills 13 in Overnight Lebanon Strikes as Washington Brokers First Direct Talks Since 1993

Israeli air strikes killed at least 13 people across southern Lebanon overnight, continuing operations that have killed over 2,000 since March 2. At the same time, US-brokered trilateral talks in Washington produced agreement to launch direct Israel-Lebanon negotiations, the first bilateral engagement since 1993. Secretary Rubio hosted Lebanese Ambassador Moawad and Israeli Ambassador Leiter, with next talks planned in weeks. Hezbollah urged Lebanon to withdraw from what it called "futile" efforts. Israel maintains the US-Iran ceasefire does not cover Lebanon.

Analysis
Israel's concurrent strikes and agreement to direct talks confirm the dual-track approach in operation: negotiate under active military pressure rather than pause to create conditions for diplomacy. Netanyahu's explicit carve-out of Lebanon from the US-Iran ceasefire preserves that latitude legally while Rubio works the diplomatic track. The 30-year gap since last bilateral engagement makes the Washington process structurally fragile before Hezbollah's rejection pressure even lands. Casualty figures come from a single Russian-affiliated aggregator and require corroboration. Sustained strikes may be calculated to bait Hezbollah into killing the talks, giving Israel the posture of having pursued diplomacy while the other side walked.
