Lee-Wyden Government Surveillance Reform Act Introduced; Bipartisan Coalition Seeks Warrant Requirement

Sens. Lee and Wyden introduced the GSRA with House companions Davidson and Lofgren, requiring warrants for FBI 702 data searches, closing the data broker loophole, and mandating FISA Court transparency. This is now the third legislative vehicle competing with the clean extension and SAFE Act. The warrant requirement lost 212-212 in the last House vote -- one vote from passage.

Analysis
Prior IC Brief (03/20): Johnson committed to clean 18-month extension; Jordan reversed his reform position. The GSRA introduction means the reform coalition is not capitulating despite leadership alignment with the White House. Three vehicles -- clean extension, SAFE Act, GSRA -- with 30 days to sunset makes a lapse increasingly plausible.
