DIA Posts DORE3 Draft Request for Proposal

The Defense Intelligence Agency on April 30 released a draft request for proposals for DORE3, its Data Science, Operations, Requirements, Exploitation, and Enhanced Engineering contract, according to Intelligence Community News. The draft RFP, issued through DIA's Virginia Contracting Activity, covers 11 support areas including collection planning and operations, data sciences, technical exploitation, IoT and open-source analysis, and rapid engineering and prototyping. DIA indicated the formal RFP would follow on or about May 14, with the procurement anticipated as full and open competition. Industry advisory outlet Singularity Cap Advisors estimated the multi-award IDIQ contract value at approximately 800 million dollars.

Analysis
DIA's choice of a multi-award IDIQ structure signals intent to distribute work across multiple vendors rather than vest capability in a single integrator, corroborated across four outlets but without access to internal program documentation. Industry advisors estimate contract value near $800M. With the formal RFP targeted for on or about May 14, the compressed cadence suggests an approved acquisition strategy. A slip beyond the 120-day window is likely the more operationally realistic outcome. DoD timelines routinely extend when industry feedback drives scope revisions, and the draft may be functioning primarily as a market-shaping instrument.
