Moscow Unveils New Doctrine Targeting Ukrainian Civilian Infrastructure as Zelensky Vows Energy Strike Retaliation
BLUFUkraine very likely will strike at least one Russian oil refinery within 14 days, as Zelensky's on-record commitment and expanding missile reach lock Kyiv into an escalatory energy-for-infrastructure exchange.
In a Saturday interview with Reuters, Zelensky said Ukrainian intelligence obtained documents showing Putin issued a "new doctrine" permitting attacks on infrastructure, roads, schools and hospitals to pressure residents to leave Kyiv and other cities 12. He said Ukraine will respond by hitting Russian oil refineries, but not civilian objects 13. The Russian Foreign Ministry urged foreigners to leave Kyiv and said Moscow would keep striking targets in retaliation for Ukrainian attacks, while the Kremlin did not comment 1. Russia struck the Northern Bridge in Kyiv, the second Kyiv bridge hit in two days, and attacked a Liberian-flagged ship near Odesa, killing one crew member, according to Al Jazeera 4. Zelensky also said a Ukrainian counteroffensive had retaken about 140 square kilometers in Donbas 14.

very likely will strike at least one Russian oil refinery within the next 14 days. Zelensky made the pledge on the record as the decision-maker, and Kyiv has already absorbed Washington's objection over diesel prices. The
FP-7 ballistic missile and continued drone production add reach. Confidence is high because coverage is consistent, though Reuters is the single origin and other outlets relay it rather than corroborate independently. A 57-percent interception rate against jet-powered drones, plus the interceptor shortfall and Zaporizhzhia power disruption, means Russian strikes land more often and raise pressure to retaliate. The pledge may instead be mainly signaling to Western audiences, and U.S. pressure could slow tempo without stopping it. A strike would pressure Russian fuel supply and diesel prices, prompting G7 stock-release planning and renewed pressure on Kyiv. Restraint would lower the odds of testing an energy-infrastructure ceasefire.
