Ukrainian Drones Strike NATO Territory in Estonia and Latvia During Russia Oil Port Attack

Two Ukrainian drones veered off course during a large-scale attack on Russia Ust-Luga Baltic oil terminal and struck NATO territory. One hit the smokestack of the Auvere power plant near Narva, Estonia; another crashed and exploded near the Latvian-Russian border in the Kraslav region. No injuries reported. Latvia confirmed the drone was Ukrainian. The incident occurred during Russia largest-ever aerial assault: 948 drones and 36 missiles in 24 hours. Both Baltic governments summoned Ukrainian ambassadors but stopped short of invoking Article 5.

Analysis
This is the first kinetic impact on NATO territory from the Ukraine-Russia conflict since the November 2022 Polish grain silo incident. The key difference: these were Ukrainian drones, not Russian. Both Baltic states stopped short of invoking Article 5, but the incident exposes a gap in NATO air defense posture along the Baltic-Russian border. Estonia power plant impact demonstrates that even errant UAVs can cause infrastructure damage. Ukraine expanding its target set to Baltic Sea oil terminals increases the probability of future incidents.
