Sanctioned Russian Energy Giant Novatek Secretly Funded US Gas Project
BLUFPublic US enforcement action against Polar LNG or Tech Wave over Novatek funding is very unlikely within the next 30 days, as the White House's use of energy diplomacy as a channel to Moscow undercuts any institutional appetite to penalize the venture openly.
The New York Times reported on October 23 that sanctioned Russian LNG producer Novatek secretly funded Polar LNG, an Alaska gas export venture, citing former CEO Joel Riddle and two other sources 12. Riddle resigned in September, saying he had been told the money came from a UAE firm 12. Text messages the Times reviewed show Novatek executives Denis Solovyov and Leonid Mikhelson discussed sending up to $15 million to Polar LNG's Abu Dhabi parent, Tech Wave 2. Novatek told the Times it was seeking "minority shareholder" status 1. Polar LNG called Riddle a "disgruntled" ex-employee and says it complies with US law 23. The Times and the Financial Times reported that the project came up in September talks between Putin and envoys Steve Witkoff and Jared Kushner, with no indication they knew of the funding 124. The FT reported the talks also covered an exchange of Novatek expertise for relief on Arctic LNG 2 3.
AnalysisConfidence is high because the Financial Times, a primary source, independently reported the executive resignations over claimed Russian control and the Witkoff and Kushner talks, corroborating the New York Times account. The remaining five items are secondary rewrites of those two outlets with no independent confirmation, so the weight rests on them alone. Washington has temporarily waived the Russia sanctions law that names Novatek, and the White House treats energy deals as a channel to Moscow, which weakens its incentive to act in public. A public OFAC or Justice Department investigation, designation, or enforcement action against Polar LNG or Tech Wave over the Novatek funding is
very unlikely to happen between October 26 and November 25, 2026. Treasury enforcers already flagged sanctions concerns in the Baker Botts memos, so a quiet licensing denial or subpoena could proceed without announcement. Congressional letters or a Treasury decision on Polar LNG's pending Novatek application would be the first visible indicators. Novatek's role may instead be a licensed technology arrangement within that pending process, and the former CEO's account may reflect a dismissal dispute more than a violation. Public action would push sanctions staff to open compliance reviews of Gulf-routed financing and harden the position on Novatek relief, while inaction leaves the Arctic LNG 2 relief track open to negotiators.
