China Opens Joint Military Training Center at Laotian Airport Extending PLA Reach Into Mainland Southeast Asia

BLUFBan Keun gives China a second permanent military foothold in mainland Southeast Asia and its first airpower node in the region, compressing Vietnam's and Thailand's strategic depth from two directions.

China's Ministry of National Defense announced that the China-Laos Joint Support and Training Center and the China-Laos Friendship Aviation Academy began operations at Ban Keun Airport in Vientiane Province on September 29, with the center jointly operated and intended to train Lao Air Force pilots 12. The Ministry says the facility is "not directed against any third party" 23. The Diplomat reported that satellite imagery shows construction began around October 2025, the longest runway is about 2,000 meters, and Beijing has not disclosed Chinese personnel or equipment numbers 2. Military Times cited a China Global South Project study saying the site will allow a "continuous" Chinese presence and a role in steering procurement to Chinese equipment 3. Global Times described the center as similar to the Cambodia-China center at Ream, which opened in April 2025 1.

Analysis
Ban Keun is China's second host-nation facility in mainland Southeast Asia and the first built around airpower rather than ships, giving the PLA Air Force a possible staging and transit field near the region's center, within reach of Myanmar and, farther south, Thailand and Singapore. Vietnam and Thailand face the most direct pressure, since Ban Keun and Ream together could form a wider Chinese security network on their flanks. Beijing has not disclosed personnel or equipment numbers, and imagery shows no large-scale deployment, so aircraft presence, rotations or runway extensions would mark a shift from training to operational use. The site may instead be what Beijing and Vientiane claim: a pilot-training project that builds Lao capacity and Chinese equipment ties without operational basing. Confidence is high, based on consistent reporting across four outlets, an official Ministry announcement and satellite imagery, though Chinese force levels remain unknown.
