Leaked Documents Reveal SVR Supervises 100-Consultant Influence Network in Sahel Formerly Run by Wagner Group
A consortium led by
The network appears to have adapted to exposure rather than been disrupted by it. The March memo splits it into five autonomous units, isolates the Central African Republic project, and extends targeting to France, Germany, India and the Middle East, so the Sahel is now one theater among several. Its methods are better evidenced than its results, since outside analysts dispute its claimed credit for the Alliance of Sahel States and the Orano revocation. Arrests and a guilty verdict in Angola, Argentina and the Dominican Republic suggest local counterintelligence, not publicity, imposes the real cost. Confidence is low: everything traces to one origin, the All Eyes On Wagner and Forbidden Stories-led release, which the secondary outlets merely rewrite, and no second outlet has independently confirmed the October and March material. The network may instead be a modest contractor inflating its influence to justify its Moscow budget, which would make its reorganization matter less than the dossier implies.
