Beijing Orders Chinese Firms to Ignore US Sanctions on Five Oil Refineries

China's Commerce Ministry issued an injunction on Saturday blocking US sanctions against five named Chinese refineries accused of purchasing Iranian crude, Xinhua state media reported. The five are Hengli Petrochemical (Dalian) Refinery and four smaller "teapot" refineries: Shandong Jincheng Petrochemical Group, Hebei Xinhai Chemical Group, Shouguang Luqing Petrochemical, and Shandong Shengxing Chemical. US Treasury sanctioned Hengli in April, citing billions of dollars in Iranian oil purchases; the Trump administration sanctioned the other four last year. The ministry declared the US measures in violation of "international law and the basic norms of international relations," Xinhua reported.

Analysis
The Commerce Ministry injunction, corroborated across four outlets including Bloomberg and Reuters, shifts Beijing's posture from passive non-compliance to formal legal protection, closing the domestic regulatory gap that previously left individual refiners exposed. The international-law framing provides political cover while removing domestic reputational risk from continued crude purchases. China likely sustains volumes above one million barrels per day through Q3 2026. The primary constraint Washington retains is leverage over dollar-clearing infrastructure and foreign subsidiaries with Western exposure, which the injunction cannot reach. The action may instead serve as an instrument in broader US-China trade negotiations rather than a durable commitment to Iranian crude flows.
