Treasury Designates Russian Shadow Banking A7 Network Processing $17 Billion in Sanctions Evasion

BLUFOFAC's immediate blocking obligations pressure U.S. counterparties now, but FinCEN is very unlikely to finalize the fund-transmittal prohibition on A7 Sub-Agents by year-end, leaving time for network adaptation.

On October 1, Treasury's OFAC designated the Russia-linked A7 Network a significant transnational criminal organization, and FinCEN proposed prohibiting fund transmittals involving its "Sub-Agents" and issued an alert to financial institutions, according to the Treasury press release 12. FinCEN found the Sub-Agents processed more than $17 billion from January 2025 through June 2026 across about 435 institutions in at least 83 countries 23. Treasury said Sub-Agents served the Central Bank of Iran and the IRGC, and one received nearly $140 million from entities tied to Iranian sanctions evasion 1. Decrypt reported FinCEN also found more than 180 entities moved at least $179.1 billion in the A7A5 token, which serves as a bridge into USDT 2. The comment period closes 30 days after Federal Register publication 1.

Analysis
FinCEN is very unlikely to publish a final rule imposing the fund-transmittal prohibition on A7 Sub-Agents by December 31, 2026. The 30-day comment clock has not started because the proposal awaits Federal Register publication, and FinCEN must then work through comments from an industry of roughly 348,000 covered institutions. Confidence is low: no rulemaking calendar exists, and the proposal itself is the only observable. Sourcing is thin, since the Treasury release is the sole original reporting and the other outlets amplify it. Treasury could instead fast-track the rule under Operation Economic Outcast, given Iran-related political urgency and the August 2025 designations it builds on. Either way, the OFAC designation binds immediately, so U.S. banks, exchanges, and Tether-linked counterparties must block well before any final rule. A slip into 2027 leaves compliance officers relying on the designation and FinCEN red flags, and gives Hong Kong, UAE, and Kyrgyz regulators more time. Watch whether Sub-Agents re-register and shift volume into unhosted A7A5 wallets.
