France Seizes Russian Suspected Shadow Fleet Vessel in Atlantic

BLUFFrance's third shadow-fleet seizure in five months is building operational doctrine, but the Deyna release precedent signals retention timelines remain vulnerable to diplomatic and judicial pressure.

The French Navy boarded the crude oil tanker Tagor on Sunday more than 400 nautical miles off France's Atlantic coast, seizing the vessel in international waters with British participation, Macron announced on X. 12 The Tagor, which CNN and UPI reported had departed the Russian port of Umba, is sanctioned by the EU, UK, US, and Ukraine; French authorities suspected the vessel was sailing under a false flag. 1234 Kremlin spokesman Dmitry Peskov called the seizure "illegal, bordering on international piracy," and the Russian embassy in Paris told TASS the captain is believed to be a Russian citizen. 24

Analysis
The Tagor seizure is France's third interdiction in five months, converting declaratory sanctions enforcement into an operational program allied navies are now expected to sustain. Boarding 400 nautical miles offshore puts France at the practical limit of its law-of-the-sea authority. Russia's "piracy" framing is designed to build a legal contestation record and raise the diplomatic cost of continued interdiction. How long France retains the Tagor is now the indicator that matters: France released the Deyna roughly a month after its March boarding, and if the Tagor follows that pattern the seizures function as political demonstration rather than durable denial of sanctions circumvention.
