Ukraine Intelligence Maps Russian Su-35S Production Chain and Identifies 22 Unsanctioned Component Firms

BLUFWhether HUR's public naming of 22 unsanctioned Su-35S suppliers translates into coalition designations by late November is genuinely uncertain, given the slow pace of multilateral listing cycles.

Ukraine's Defense Intelligence (HUR) published a list of 79 companies involved in producing Russia's Su-35S fighter jet, released through the War&Sanctions portal alongside an interactive 3D model of the aircraft's components 1234. The list covers firms developing and producing the jet's engines and fuel system, flight control, communications, guidance, and electronic warfare systems, and its air-launched missiles 234. HUR said 22 of the 79 firms are not sanctioned by any country in the sanctions coalition, naming three: Rubin Aviation Corporation, which supplies the aircraft's wheels; Gidroavtomatika, which builds the AU46-05 fuel-system control units; and the Oktava research institute, which did design and development work on the Su-35S 1234. HUR stated Russia uses the Su-35S mainly to cover Su-34 strike groups, ground troops, and installations, and to intercept Ukrainian drones and cruise missiles and counter Ukrainian air defenses 234.

HUR's public-facing 3D component map deliberately spotlights the 22 unsanctioned firms to pressure coalition governments toward matching designations, but individual firm-level listings historically move slowly through EU, US, and Ukrainian sanctions tracks that run on separate legislative calendars. Whether Rubin Aviation Corporation, Gidroavtomatika, or Oktava gets added to a coalition sanctions list by the end of November is genuinely uncertain, since HUR's naming creates reputational pressure without triggering an automatic listing process. Low confidence reflects the absence of any prior HUR component-mapping exercise that produced a rapid designation on the disclosed firms.
