DRC Ebola Outbreak Surpasses 3600 Cases and 1500 Deaths Becoming Second-Largest in History

BLUFContact tracing that misses over 80 percent of new cases will very likely push the DRC outbreak past 4,000 confirmed infections by mid-September, with no credible pathway to containment while conflict restricts health zone access.

WHO reported the DRC Ebola outbreak reached 3,605 confirmed cases and 1,587 deaths in the country as of July 30, a 44 percent case fatality rate, making it the largest Bundibugyo virus outbreak on record and surpassing the 2018-2020 outbreak's 3,317 cases 12. WHO Director-General Tedros Adhanom Ghebreyesus said the outbreak is intensifying with sustained transmission and called for a scale-up of the response, and WHO reported the disease has spread across 49 health zones in five provinces, with Ituri accounting for 88 percent of cases 12. Africa CDC director general Jean Kaseya said fewer than 18,000 of an estimated 135,000 contacts have been identified for tracing, with more than 80 percent of new cases arising outside the known contact list 3. The DRC Ministry of Communication and Media and Reuters separately reported case counts in the low 3,500s as of July 31, roughly 70 to 100 cases below the WHO's July 30 figures 34. Vaccine candidates from Hilleman Laboratories and Oxford University, developed with the Serum Institute of India, are in early testing, with Oxford's first trial dose administered the prior week 23.

Analysis
The outbreak is outrunning containment infrastructure: Ituri holds 88 percent of cases while less than 76 percent of identified contacts are under active follow-up, and over 80 percent of new cases arise outside known chains. Case counts will very likely exceed 4,000 by September 15, though the fourfold jump since mid-June partly reflects a data reconciliation exercise and expanded lab testing rather than an equivalent acceleration in transmission. Moderate confidence rests on consistent figures across WHO and independent DRC reporting, tempered by limited surveillance reach into conflict zones where M23's control over parts of North and South Kivu constrains tracing expansion through September with no ceasefire under negotiation. Crossing 4,000 cases would pressure donors and WHO's Emergency Committee toward expanded funding or emergency-use vaccine authorization at the August 18 IHR meeting; staying below it lets the response proceed on current resourcing.
