ESET Uncovers New China-Aligned APT Group GopherWhisper Targeting Mongolian Government

ESET Research disclosed on April 23 the discovery of a previously undocumented China-aligned APT group, designated GopherWhisper, that has infected approximately 12 systems in a Mongolian governmental institution with custom Go-based backdoors since at least November 2023. The group's arsenal includes four backdoors: LaxGopher, RatGopher, BoxOfFriends (Go), and SSLORDoor (C++), and uses Discord, Slack, and Microsoft 365 Outlook for command-and-control communications and exfiltration. Timestamp analysis of Slack and Discord C2 traffic aligned with China Standard Time working hours.

Analysis
GopherWhisper's commercial-platform C2, routing traffic through Discord, Slack, and Outlook, prioritizes blending over covert channels, a tradecraft parallel to the compromised-device routing strategy in the same-day AA26-113A advisory, per ESET's single-vendor disclosure. The 18-month dwell time and hardcoded API credentials that allowed ESET to map the operation reflect an OPSEC failure that should yield additional indicators if other vendors hunt against the disclosed artifacts. Public attribution of further compromises within 90 days is unlikely. The toolset is probably burned, forcing an infrastructure pivot, and the typical 6-to-12-month vendor publication cadence pushes follow-on victimology beyond that window. The OPSEC failures and narrow governmental targeting are consistent with a contractor-operated capability rather than a direct MSS asset, a pattern documented in other Chinese APT contractor operations. China alignment rests on CST work-hour analysis of C2 traffic rather than technical indicators, a circumstantial attribution basis.
